Today, Tbilisi City Hall was considering the appeal of Koba Nadiradze. Koba Nadiradze is a person with disability. His complaint concerns the fine imposed in 2009. The plaintiff was not able to attend the trial as it was held on the sixth floor and it was too complicated for him to get there.
